Spare the Air

A Winter Spare the Air Alert has been issued for tomorrow, Wednesday, December 21, 2011, in the Bay Area.
Wood burning is banned both indoors and outdoors tomorrow, for the full 24 hours.

Air quality in the Bay Area is forecast to be unhealthy. It is illegal for Bay Area residents to burn wood or other solid fuels in fireplaces, wood stoves and inserts, pellet stoves, outdoor fire-pits, or other wood-burning devices. This wood-burning ban will be in effect for Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, central and southern Sonoma and southwestern Solano Counties. (Visit www.sparetheair.org/Stay-Informed/Todays-Air-Quality/Reporting-Zones.aspx to see if your city is located within the Air District.)

City of Pittsburg: Johnson takes over mayoral duties in Pittsburg

Johnson takes over mayoral duties in Pittsburg
Posted Date: 12/6/2011

Contra Costa Times
Updated: 12/05/2011 08:27:23 PM PST

The Pittsburg City Council elected a new mayor Monday night, as Ben Johnson took up the gavel from outgoing mayor Will Casey.
The unanimous council vote came with no objections and nothing but praise and congratulations from the crowd of about 40 people who attended the City Hall meeting.
Johnson, who served this year as vice mayor, said city staff and council members need to continue working well together, so that "as a team, together, we will need to make positive decisions this year to make sure our city is viewed as a city that wants new business and jobs for our community."
The highest priority for the coming year will be keeping the budget in balance by increasing revenues and reducing city expenses, Johnson said.
Attending the meeting to congratulate Johnson were county Supervisor Federal Glover, Antioch council member Gary Agopian and Concord Vice Mayor Ron Leone, who is expected to take the mayor job in Concord on Tuesday night.

The iconic peak's summit beacon will light up Wednesday, December 7th, as it has annually since 1964, in remembrance of the Pearl Harbor attack on December 7, 1941.

Wednesday, the beacon on the peak visible across the Tri-Valley, Central Valley and out at sea will light up in remembrance of the Pearl Harbor attack on Dec. 7, 1941.

The spot at an elevation of 3,849 feet ?has been used since the 1850s as a survey point and tourist destination. It also served as an observatory.

The survivors of the Japanese attack on Pearl Harbor have gathered each December 7 since 1964 at the mountain's summit. They honor the history-altering event that President Franklin D. Roosevelt described as a "day that will live in infamy."

Survivors will gather at 3:45 p.m. for the lighting of the beacon, which will shine until dawn.

The beacon was built as an aviation marker in 1928 by Standard Oil of California, a precursor of Chevron. The point of reference for pilots was lit by legendary aviator Charles Lindbergh by remote control from Denver. The Mount Diablo beacon was especially helpful for incoming "China Clipper" aircraft as the last visible signal when arriving from Hawai'i.

The beacon was one of 20 along the West Coast to assist in navigation and promote Standard Oil. It became known as the "Eye of Diablo" and was moved later to the top of the summit building.

The beacon was turned off after the December 7, 1941, attack for fear that it would guide possible Japanese aircraft to attack the U.S. mainland after the United States officially entered World War II.

It remained off until Dec. 7 1964, when the Pearl Harbor Survivors Association restored the beacon and lit it to commemorate the attack. Fleet Admiral Chester Nimitz, Commander in Chief of Pacific Forces during World War II, relit the beacon in 1964 for the first time and suggested it be lit every December 7th to honor those who served and sacrificed. The lighting continues as an annual event.

The public is welcome and visitors on this day should enter the park before 4:00 PM. General parking will be at the lower lot on these days, with a short uphill walk by trail or road to the summit. Visitors may leave later than usual - this is one of the few opportunities to view the sunset from the peak, weather permitting, without an overnight stay.

Under cloudless conditions, more interesting than the sunset itself is the view of the progression of the mountain's shadow across the California Central Valley to the distant Sierra Nevada, finally appearing for a few moments above the horizon as a shadow in the post-sunset sky glow.

One year, the mountain was covered in 18 inches of snow and the event was canceled. Instead, the ceremony was held at the base of the mountain for the first time in its 46-year history.  Because of the snow, Burt Bogardus, a retired Mount Diablo park ranger who worked there from 1975 to 1993, reportedly drove up as far as he could, and hiked the remaining distance through the snow to light the beacon, according to Veterans of Foreign Wars, Post 1525 in Walnut Creek.

When you turn your eyes to the peak's beacon on December 7th, remember the lives of everyone, worldwide, that were changed by the attack on Pearl Harbor.

City of Pittsburg: Sanitary district drops idea for wind turbine on Pittsburg/Antioch border

Sanitary district drops idea for wind turbine on Pittsburg/Antioch border
Posted Date: 11/28/2011

Updated: 11/25/2011 05:00:55 AM PST

A proposal to power a recycled water project with a huge wind turbine has been scrapped.
Delta Diablo Sanitation District dropped the idea to build a 327-foot-high turbine on its property on the Pittsburg-Antioch border because of community concerns, technical reasons and the cost of purchasing the energy. The turbine would have been visible for miles.
After vetting the idea with Antioch and Pittsburg leaders and residents, the district continued to look at financing options and how much energy the project would save.
"In the end, we felt (the wind turbine) didn't meet our desire for our long-term goals and standards," said Dean Eckerson, Delta Diablo principal engineer.
Delta Diablo will install solar panels to help save energy costs for its plant operations center.
Delta Diablo provides 6 million gallons of recycled water each day to Pittsburg and Antioch to use on their public golf courses, parks and other city landscaping. Recycled water is also delivered to Calpine Corp. for cooling its two natural-gas power plants in Pittsburg.
The goal of the nearly $40 million recycled water project, which started in 2001 at the power plants, is to relieve the burden on water supplies in the Western United States, including the Delta.
Delta Diablo would have entered into an agreement with Foundation Windpower to build, operate and maintain the turbine. The district would have bought the power the turbine generates at a lower cost than it currently pays PG&E to power the facility.
Some Antioch and Pittsburg leaders who were skeptical about the turbine proposal earlier this year are more pleased about the solar option.
"That one single piece of equipment seemed a little out of place in that spot. I'm excited to hear they are looking at the solar option; it's not as sightly," Antioch Councilman Gary Agopian said.
Said Pittsburg Mayor Will Casey: "I think it's probably a good idea. I mean, let's face it, it would be an eyesore."
The city did not have much say over the design because the turbine would have been located on the district's property in Antioch, he said.
Wind turbines or solar panels should blend into the surroundings as much as possible, Casey said.
The solar power project, which consists of five carport canopies, is expected to be completed in January. It will generate the same amount of electricity required to power 58 homes each year.
A state grant will pay for one-quarter of the $2.3 million project. The project will provide about 80 percent of the operations center's power.
The power for the recycled water facility next door will still come from PG&E.
Delta Diablo is looking at five other options to conserve energy, increase efficiency and identify and use renewable energy resources for running recycled water.
