This past weekend Success through Self (STS) Academy held their 4th Annual Spelling Bee as part of the Safety & Awareness Fair held at Highland Squares Shopping Center in Pittsburg. All eight elementary schools were invited to participate in the spelling bee. The event was organized by STS' Elementary School Coordinator Cindy Plua, with assistance provided by Kisha Lee, Felicia Tyree and Auto Plua. STS Board President Phyllis Gordon was one of the Judges. A special thanks was also extended to Jackie Seeno and her family for the use of the building for this event.

We had some great students who came out and made their site proud!

Additional thanks, to the Pittsburg Unified School District After School Program for the donations of wonderful prizes and to the site coordinators for your help in organizing the Spelling Contest at your sites and sending your finalists.

Relay for Life is a fun-filled overnight event designed to celebrate survivorship and raise money for research and programs of our local American Cancer Society.  During the event, teams of people gather and take turns walking or running laps.  We try to keep at least one team member on the track at all times.

Our Reason to Relay
We are making a difference by teaming up to participate in the American Cancer Society's Relay For Life. Saving lives from cancer starts one team, one participant, and one dollar at a time.

At the Relay For Life event, our team will camp out overnight and take turns walking around the track to raise money and awareness to help the American Cancer Society create a world with less cancer and more birthdays.

Pittsburg school district moves ahead on third junior high

PITTSBURG -- The school district is seeking bids for design and construction of a third junior high school it wants to build to relieve overcrowding at its other two.
The project is the first of a series to be funded by a $100 million bond issue passed in November.
The $28 million school will be built at 950 El Pueblo Ave., the site of a former elementary school that is now a preschool.
"The reason we want to build a new junior high is to downsize the other two," said Enrique Palacios, associate superintendent for business services. "We want the schools to have about 800 students, and the existing schools have about 1,100 each."
The district was initially weighing a land swap with the city to build the school at City Park on Railroad Avenue but decided to go with one already approved for school use to save money on an environmental analysis, Palacios said. "We already know what's in the ground on our property," he said.
The district will demolish the old buildings that face El Pueblo Avenue and build the new school in the same spot.
It plans artificial turf athletic fields on the south end of the site bordering California Avenue and wants to negotiate a joint-use agreement with the city so that the fields can be used by sports teams and leagues after school hours.
The 138 preschool students at the Martin Luther King Children Center in the old elementary school will be dispersed among the district's eight elementary schools, Palacios said.
"This gave us the opportunity to look at preschool education in a different light, do it with more of a neighborhood feel," he said.
Next up after the junior high will be new campuses for Heights Elementary, at 163 West Blvd., and Parkside Elementary, at 985 W. 17th St.
After that, the district will renovate Foothill Elementary and do repairs, such as replacing roofs and windows, at its other five elementary schools.
The district will break ground June 23 on a $12 million continuation school that is being funded with a 2006 bond issue.
The continuation school will be adjacent to the district's adult education facility at Loveridge Road and Stoneman Avenue.
The district is hoping to open the junior high and the continuation school in fall 2012.
At its June 8 meeting, the school board will consider three to five names for the continuation school from a list contributed by the public, according to Superintendent Linda Rondeau.

The City of Pittsburg is currently preparing the 2010 Urban Water Management Plan Update. The City is required to update its Urban Water Management Plan (UWMP) every five years per State law. The UWMP documents the City's plans to ensure adequate water supplies to meet existing and future demands for water under a range of water supply conditions, including water shortages. The 2010 UWMP will also include plans for compliance with SBx7-7, which sets a goal of achieving a statewide 20 percent reduction in urban per capita water use by the year 2020.

PITTSBURG -- The City Council has decided to stay in-house with its choice for a new city manager.

Assistant City Manager Joe Sbranti, 49, will succeed Marc Grisham, who will retire sometime before the end of June.

"Joe runs building, planning and engineering and has been the person who has made things happen in those areas," Grisham said. "I think he will do an excellent job."

Sbranti said the council's selection of an internal candidate validated its confidence in the performance of the city's entire staff.

The city has had an aggressive redevelopment program under Grisham and has spent millions to upgrade a formerly rundown downtown with attractive housing, restaurants and retail stores.

"The council's selection of an in-house candidate is an indication to me that it is supportive of what the team has been doing," he said. "We've seen a result of improved city infrastructure, lowest crime rate in 50 years, with the downtown starting to come alive."

Councilwoman Nancy Parent said that Sbranti was especially appealing because he has succeeded in finding alternative ways of raising money from government sources.

Sbranti organized an outreach program for improvements to Small World Park, a children's amusement park, and is working to obtain state money that is set aside for parks improvements and does not have a matching requirement, Parent said.

"He has already organized the campaign and done the homework with public meetings," she said. "He will be able to say, 'This is what the public wants,' rather than just 'Give us the money.' "

The city cannot begin new redevelopment projects because it withheld a required payment to public schools last year, but it has several projects under way that Sbranti must see to completion.

"Things will certainly be more limited than when (Grisham) started," Sbranti said. "There will be limitations we will see moving into the future."

Sbranti has been with the city for more than 14 years, serving as city engineer and senior civil engineer before becoming assistant city manager.

Sbranti and the council will decide how to fill his assistant city manager job by assigning the responsibilities to one person or more than one, said Marc Fox, assistant city manager for internal services.

The City Council evaluated 28 candidates before picking Sbranti, Councilman Ben Johnson said.

The council will negotiate the terms of Sbranti's new contract. He was the second highest-paid city employee in 2010 behind Grisham, receiving $173,162 in gross salary and $231,025 in total compensation, according to Bay Area News Group's public employees salaries database.

Grisham earned $235,298 in gross salary in 2010 and $287,272 in total compensation.

Mayor Will Casey announced the selection of Joseph Sbranti as the next City Manager following the retirement of Marc Grisham.  Mr. Sbranti has served the City for the past fourteen (14) years and presently serves as the Assistant City Manager for Development Services and City Engineer. Development Services includes the City's engineering, building inspection, planning, and redevelopment agency departments.

Mayor Casey noted that the City received seventy-seven (77) applicants from across the country. "The high quality of the applicants," Casey noted "is a continuing affirmation that Pittsburg is a desirable place in which to live, work, and do business."

"I'm excited that the City Council has offered me this challenging role in support of our community," said Mr. Sbranti. "For many years now the City of Pittsburg has provided highly responsive and quality public services. I look forward in continuing this tradition of support to the City Council and the community."

The City Council has tasked the Mayor with negotiations of Mr. Sbranti's salary. The City Manager employment contract will be presented to the full City Council for a public vote tentatively set for the June 6 City Council meeting. Mr. Sbranti will assume his new role as City Manager shortly thereafter.

PITTSBURG -- Continuing its appetite for high-end downtown restaurants, the city will spend $1.3 million in redevelopment money to outfit a proposed Asian fusion eatery and slice the rent for the space housing an Italian cafe nearly in half.
The Asian fusion venture will be in the commercial space on the ground floor of the Vidrio housing and retail complex on Railroad Avenue, joining a community bookstore that opened in the fall.
The operator, Blue Delta, will pay 4 percent of gross sales to lease the 3,360-square-foot space, or an estimated $48,000 a year, plus a monthly maintenance fee of $885.
In return, the city's Redevelopment Agency will put up $1 million to build out the restaurant space, and the agency's economic development fund will spend $300,000 for restaurant equipment.
Blue Delta also operates Sasa restaurant in Walnut Creek and Blue Ginko in Lafayette, according to Councilwoman Nancy Parent.
The city also is reducing the monthly rent for the white-table-cloth La Veranda restaurant, at 444 Railroad Ave., from $8,454 mandated under a revised lease agreement in 2008 to $5,833 per month, with a 5 percent annual increase.
La Veranda's operators are slated to begin paying rent June 1 after rent payments were deferred for three years.
The Redevelopment Agency owns La Veranda's furnishings and equipment but leases the space from the building's owner.
In a report to the City Council, city staff cited the higher operating costs of a high-end restaurant, such as linen, dinnerware, flatware and glassware, along with other factors, for the rent reduction.
The lower rent reflects what the city could command for the space from another operator if La Veranda were to close, according to the report.
Both items were approved unanimously at Monday's council meeting.
"The Asian fusion restaurant will give us a new option, give the public a new choice downtown," Parent said. "The La Veranda modification is because of the economic downturn."
The two moves follow a couple of other subsidized food ventures in Pittsburg's Old Town that have yet to bear fruit.
The Redevelopment Agency has invested $6.5 million in the E.J. Phair Brewing Co. that will be opening this week, according to partner Becky Wynn, after more than five years of construction.
Pittsburg's power company also paid nearly $1 million to the agency to take over the 615 Restaurant, a joint venture with the culinary academy of Los Medanos College, in February.
The space, at 615 Railroad Ave., across from Vidrio, will soon house a Pittsburg branch of Lumpy's Diner, an Antioch restaurant that serves hamburgers, salads and other All-American fare.
Lumpy's owner Jeremy Sturgill has agreed to pay $3,469 a month for the space, with the power company providing $10,000 in tenant improvements.

PITTSBURG -- The City Council has cut nearly in half a recommendation from its finance staff to use $3 million from a rainy-day fund to close a gap in the city's 2011-12 budget.
In setting a limit of about $1.6 million that can be used from a budget stabilization fund next year, the city will probably have to rely on budget cuts or finding ways to raise more money to balance the budget, Finance Director Tina Olson said.
The city will have a budget deficit of $18.3 million over five years if it doesn't reduce expenses, increase revenue or draw on the $8.5 million stabilization fund created seven years ago, according to a draft general fund budget.
Pittsburg also has $6.8 million in general fund reserves.
The proposed 2010-11 budget calls for $31.4 million in spending and anticipates about $28.9 million in revenue.
City Manager Marc Grisham said the council doesn't want to put off hard decisions about the budget to the future.
The proposed budget includes cutting 14 jobs in the maintenance, finance and human resources departments, along with dropping employee recognition events and a city subsidy to the annual Seafood Festival.
The city's employee count would fall from 259 to 245. The proposal would keep vacant positions of police officers on leave, with no police layoffs.
Olson has compiled a list of $1.12 million in additional cuts for the council to consider, including eliminating subsidies to a lighting and landscaping fund and a senior center, closing a teen center, and eliminating youth summer programs.
Grisham has raised the possibility of selling the rights to place electronic billboards on city property adjacent to Highway 4, and negotiating more revenue from dumping fees at the Keller Canyon landfill, as well as other ideas.
State budget cuts, negotiations with police officers over a new contract and the possibility of rising inflation are all wild cards in the budget-balancing effort, according to the budget proposal.
The council will consider a revised proposal at a May 23 workshop and hopes to pass a final budget at its June 20 meeting.
In other news, the council will begin interviewing soon from a slate of 28 candidates to replace Grisham, who plans to step down June 30, according to Councilman Ben Johnson. Grisham retired in December but agreed to continue on a contract basis while the council searched for a successor.

Project Sport, organizers of the "Pitt Crit," are crediting a minimum $12,000 prize list, including $10,000 in cash winnings being split across the men's and women's pros, as a major incentive drawing such competitive racers. The event will offer the largest purse of any women's race in Northern California.

The race becomes Project Sport's fourth cycling event in the area, adding to the annual San Rafael Twilight Criterium, and the one-time San Francisco Twilight Criterium and Sacramento Grand Prix races. The company also produces the US Half Marathon series in San Francisco. Organizers believe they are benefiting as well from the reputation of their other events.

"We always aim to put on a big show," said race director and Project Sport president Ryan Dawkins. "We bring in DJs and professional race announcers, and add European-style podium presentations. We add little perks like free coffee, dollar beers and riders' names on their race numbers. We aim to make them feel like the elite professional athletes that they are." Competitors in Saturdays contest include:
  • "Fast" Freddie Rodriquez, one of the all-time leading US cyclists, with three USPRO championships and a Giro d'Italia stage win.
  • Coryn Rivera, the most decorated junior cyclist in America, with 32 US National Championships, and a member of the Peanut Butter & Co TWENTY12 Olympic development team.
  • Justin Williams, an Under-23 Criterium National Championship winner and former member of Lance Armstrong's Trek-LIVESTRONG development team, now under the wing of four-time US National Champion Rahsaan Bahati at Major Motion Cycling.
  • Olivia Dillon, the Irish national Road Race Champion and a three-time Irish National Time Trial Champion; also a member of the PB&Co TWENTY12 team.
  • Roman Kilun, a team sprint winner of the 2010 US National Track Championships, individual runner up in the 2009 US National Track Championships, and winner of the Sprint Competition in the 2008 Tour de Nez.
The Pittsburg Twilight is being organized in partnership with the Pittsburg Arts and Community Foundation (http://www.pittsburgfoundation.org) and the Los Medanos Community Healthcare District (www.lmchd.org), aiming to draw on the excitement of pro cycling and the urban pageantry of the criterium format to create a showcase attraction in the city's rapidly growing Old Town neighborhood.
The event will present six professional & elite amateur races ranging from the Elite 4 and Masters categories to Women's and Men's Pro. In addition to the main event races, the afternoon and evening will include fun, free events for families featuring a kid's bike race, a family fun walk, outdoor activities, and FitFest 2011 - a family fitness, health and wellness festival.
"We've spent almost a year building this with Project Sport, and couldn't be more excited for what's about to come to Pittsburg," said Ali Endress, of the Pittsburg Arts and Community Foundation. "We watched their criterium races in both San Rafael and Sacramento, and saw what huge assets they were in those communities. They provide a great presentation to the fans, bring a ton excitement to the community, bring foot traffic to business districts, and send a valuable message of fitness and health."

Pittsburg is adding to its array of events to draw crowds to its refurbished downtown with a bicycle race May 7 that will include some of pro cycling's big names.
The Pittsburg Twilight Criterium will include about 600 cyclists in men's and women's races around a ¾-mile course.
Among the top competitors will be Oakland resident Fred Rodriguez, a three-time national cycling champion, and Coryn Rivera, who is dominating the U.S. women's cycling circuit, said Ryan Chamberlain, of Project Sport in San Francisco, the event promoter.
Both races will have a total purse of $10,000 in cash and equipment, Chamberlain said.
"We have experience working with cities to get foot traffic to the downtown area," he said. "They were looking for something that could draw the public down there."
Pittsburg restaurants and other businesses will be "opening up their doors and coming out into the street" for the event, said Alexandra Endress of the sponsoring Pittsburg Arts and Community Foundation.
The cycling races will run along Third, Railroad, Eighth and Black Diamond streets from 2 to 9 p.m.
Sponsors have incorporated a health and fitness component into the event.
InShape Fitness will be providing 30-minute-long fitness classes, including spinning, Pilates and yoga.
Rounding out the all-day event will be a 5k run on the cycling course ($20 entry fee), a 3-point shootout tournament, and numerous activities for kids, Endress said.
A health and wellness village will include healthful cooking demonstrations with free food samples, and free blood pressure, body fat, glucose and cholesterol screenings.
"This was Councilwoman Nancy Parent's vision," Endress said. "She thought it would be a great way to highlight sport, fitness and health."
The day will kick off at 9 a.m. with the first farmers market of the season.
The city hopes to make the race an annual downtown event, Chamberlain said, joining the fall Seafood Festival and a series of weekly car shows during the summer.
Parking and shuttle service will be available from City Hall and the Pittsburg-Bay Point BART station.
