PITTSBURG CITY-HALL COMES TO THE NEIGHBORHOODS (5/3/SAT & 5/6/TUE)

Friends,

1.  If you would like to see senior members of your City Government (and usually, the School System, too) and speak to them about your concerns in a pleasant, entertaining, worthwhile setting, this is the big opportunity for this part of the year.  Their normal pattern has been a round of meetings, twice a year.

2.  Come and meet the people who serve us so well.  It's always a well-deserved pat on the back, for all, when Pittsburgers show their pride in the City by showing up.  Our "public servants" frequently dedicate their own private time to serve us -- so there's something beautifully symmetrical about a good turnout.

3.  They always have significant things to tell, and do so with great professionalism.  Things which we might not hear elsewhere. And, they need and want to hear our voices, if we have something to say -- about any matter pertaining to our existence here.  (If you give them an advance e-mail, they can prepare their answers better -- but either way.)

4.  I prize these meetings, for they are so practical and democratic -- and, yes, fun.

5.  Hope to see you there.  Both times, if possible, for each meeting is a little/lot different -- and always time well spent.

AFTER-ACTION REPORT on City-Neighborhood Meeting of 10/1/13 (Part 1)

1.  Purpose

The purpose of this bulletin is to tell you about last night's very interesting City-Neighborhood meeting, as announced in reference (a), where City Hall came to the people. These meeting-series are held at least twice a year and I eagerly anticipate them.  I missed attending the first meeting of this series, on 9/28/Sat (unavoidably, and to my regret, for every single meeting is of a "not-to-be-missed" nature, in my view).


2.  Organization of the Report

I feel I should try to be thorough, workload permitting. Because the meeting was so full and time for reporting is so precious, I decided to break this report into several separate bulletins, to be published as they are completed -- unless other priorities intervene.  

I also expect to keep tweaking the published reports, as I go through my copious notes.  I will indicate these as "updates" in the report titles -- in case you're moved to revisit.

  • Here, then, is Part 1, which describes the setting and some highlights.  
  • Part 2 (click here) will go into the progress of conceptual planning for the new downtown (Old Town) park. Citizens are urged to continue helping create this long-lasting "masterpiece." 
  • Part 3 is to be determined.

3.  The Setting

3.1  We met in the spacious new conference room at the Pittsburg library.  About 40 people intended, including Mayor Parent, senior City officials, Community Advisory Commissioners, and other concerned residents. Contra Costa Times reporter, Eve Mitchell, who regularly serves our area so well, was also present.

3.2  City Manager Joe Sbranti led the meeting with his customary skill, humor, likability, and high intellect.  He informed us that this is the 10th anniversary for this outstanding public outreach effort.

3.3  As is his practice, Mr. Sbranti set a warm tone for the meeting and introduced key City Staff members -- calling each one forward to give brief synopses on their activities and progress.  Following this, the floor was opened for an enthusiastic discussion of questions and comments -- about specific neighborhood concerns and the City (and its surroundings), as a whole.

3.4  The meeting lasted a fast-moving and very full two-hours -- before an enthusiastically receptive and involved audience -- and afterwards, Staff remained available and involved in further, more detailed discussions with residents.

3.5  A large and welcome selection of vital printed information, fun and useful freebies, and tasty snacks are always thoughtfully available for the taking.

I THINK WE ALL CAME AWAY FEELING THAT THIS 
WAS TIME VERY WELL SPENT -- AGAIN!!!  
It felt good to see and join with neighbors whom I would rarely get to see, otherwise.

4.  Some Highlights
(My interpretation)

4.1  POTENTIAL CHANGE:  THE WESPAC PROPOSAL to reactivate and expand the oil tank farm in the west of the City -- for storage and transfer of oil products: This would constitute a major change in the very nature of the City, with potential serious and far-reaching consequences, both favorable and unfavorable.  
  • Naturally, citizens have been mobilizing to express very strong views.  
  • The recently concluded Environmental Impact Report (EIR) public review period has resulted in a huge response -- 65 extensive written public responses on file, so far -- which have to be processed, as part of the Planning Department's comprehensive report to City Commissions and Council.
  • The City Planning Analyst for this project, Kristin Pollot, explained that the next City reporting is expected to be publicized during November -- open for further public comment.
  • I believe Mr. Sbranti stressed that: (1) The City leadership also shares strong private feelings and concerns, naturally, many being residents, themselves; (2) The gravity of the matter is undeniable; (3) The WesPac proposal is a formal request which has to be thoroughly and fairly considered -- even if the down-sides are obviously severe; and (4) That we can trust the process to produce the "right result" -- whatever that may be.
  • The complex process of developing fully-staffed recommendations for the City Council will continue to be a highly public one, with more opportunities for citizens to make their feelings clearly understood and impactful -- until the Council decides.
4.2  REVENUES:  Exactly one year ago, the new voter-approved SALES TAX went into effect.  Mr. Sbranti reports that the sacrifice is working even better than expected.  I noted that part of this must be due to the general economic upturn.  I also noted that the Pittsburg Chamber of Commerce has been very active in promoting businesses and the shopping plazas within the City [which hopefully raises business profits and subsequent sales tax revenues].

Residents will hopefully continue their practice of "buying in Pittsburg, first," which contributes, importantly, to advancing governmental operations -- and a healthy climate for business -- all toward the common good.  Of course, funds are always scarce -- especially as old, reliable sources dry up, for various reasons -- and the City must constantly expend much effort pursuing grants and other revenue streams to maintain the highest levels of service, with minimal disruptions.

4.3  HIGH SCHOOL BAND:  The Pittsburg High School band has raised hundreds of thousands of dollars toward its participation in the 2014 New Year's parade in London.  However, the band still needs to raise about $70,000 more -- and more donations are earnestly desired -- to fulfill this wonderful investment and important opportunity -- for the healthful maturation of tomorrow's leaders and followers.  (Click here to visit their neat website)

1.  Purpose

The purpose of this bulletin, Part 2 of the after-action repor
t, continues to tell you about last night's very interesting City-Neighborhood meeting where City Hall came to the people.  Reference (1) above, links you to Part 1 of the report.

Specifically, this part focuses on:
  • The Planning Department's progress in conceptualizing the new City park to be developed in the heart of Old Town.  
  • Included, is a link which will enable you to view sketches of three design options for public consideration and reaction. The idea is to continue to fully engage the citizenry in creating a suitable park.


2.  Background

On August 20, the City and residents met to brainstorm ideas for park design.  A comprehensive after-action report on that meeting may be viewed by clicking reference (2), above.  There, you will find what fellow citizens have suggested, so far, to help define what the park is to be.

Last nightCity planner, Leigha Schmidt, who is administering this project for us, reported on her progress as it continues to advance through the all-important conceptualization stage.

She showed us a chart depicting sketches of the three design options.  It was astounding that she and a civil engineer on City staff, Sean Williams, managed to cleverly incorporate so many of the public suggestions, from the earlier meeting (see reference (2)), into the designs. [What a fine process to witness and assist]

Today, she provided links where each of the options may be closely examined and commented upon.

CITY-NEIGHBORHOOD MEETING!!! 9/28 and 10/1/TUE (Update:#4)

NOTE#1:  These are superb!  City Hall and The School District come to us with information and answers.  Talk with and hear our fine public administrators!!!!  Afterwards, if necessary, they tend to stay until all questions are addressed (WOW!) And, they follow-up -- if they say they're going to do something, they do their considerable best to do it!  Come to both meetings, if you can -- each meeting is a little (or a lot) different, depending on different questions asked or on breaking developments.

(As you can tell, I've come to prize this highly effective form of public outreach, immensely -- and to deeply admire the selflessness of our friends in public service, who obviously sacrifice even their scarce personal time to do such a great job for us -- continuously)

NOTE#2:  I know we're all busy doing whatever it is we do to keep society humming.  It may be you can't attend such things as much as you'd like.  To help you participate, you may ask your questions in the comment space below and I'll try to help get you an answer.  I will also try to publish "after-action reports," so you'll have an idea of what was discussed.  And, of course, you can always email City Hall directly, as indicated, below.

I recently learned that not everyone can see the actual meeting schedules, in the graphic just below this note.  It depends on your equipment and a host of other factors. Now that I know this, I can make allowances in future articles to prevent this.  Meanwhile, here is another version of the schedule.  Thanks for your patience.

[Editor's Note -- the following reprint, from March 2012, is my continuing observations of these meetings] 

Each meeting is a little different, so you won't waste your time by attending more than just one.
  • I attended two of the EIGHT meetings last November -- and they were absolutely fabulous.  I wish I could have made all of them -- they were that pleasing and practical!  At each one, citizens (and non-citizens) brought up different issues -- and Staff covered different points or expanded upon earlier ones -- so I learned useful things both times.  
  • And I met, for the first time, distant neighbors, whom I now recognize and exchange waves with, as I move about our hometown.  
  • And, it's always great to see the City Council Members (Vice Mayor Nancy Parent was at one of "my" meetings); City Manager, Mr. Joe Sbranti  (presiding); and the contributions of Schools Superintendent Dr. Rondeau, and other officials and support teams.  It seems that a lot of personal time is sacrificed on the City's behalf.
  • We continually benefit from a most favorable set of events, I'd say and do say.
  • And not to imply anything the Staff might be doing this time, but last time, they thoughtfully provided great snacks and very interesting hand-out publications and mementos.
  • And, it's inspiring to see our dedicated and brilliant City Officials and Staff investing their PERSONAL Saturdays to talk, comfortably, with us.  And, their behind-the-scenes sacrifices, on our behalf, astound me each time I detect them -- or hear about it from others -- which are both quite often!
  • Please take time to show them how much we appreciate them and listen to what they wish to tell us -- and tell them what they need to know. 
  • THIS IS ONE MORE REASON I APPRECIATE OUR CITY SO MUCH!!! And, I've seen a LOT of cities.

The meeting summary is still on my list -- lousy notes and little life-surprises --but still good stuff -- thankfully, the City Staff is also working on theirs and may beat me to it.  In either case, I will link you to theirs, when it is released, and will continue working toward my own promise.

Yesterday, June 2/Sat, concluded the most recent round of meetings (for the first half of the year) which brought City Hall to our very "doorsteps."  It was so superb and so important, that I need to take time to prepare a careful summary report for you.  So, this version of this posting is merely to tell you that we met, heard and were heard, and that a summary is in the works.


The following retains the original announcement, w/annotations -- until superceded.

Editor's Note:  
1.  This semi-annual round of meetings is a very effective way for neighborhoods to talk directly with the City Manager (Mr. Joe Sbranti) and/or his staff (and to meet each other), regarding any concerns.
2.  Citizens (i.e. ALL residents) are encouraged to inform their neighbors about these meetings and to gather their inputs, especially from those who cannot attend, themselves.
3.  These are very interesting and well-done events -- well worth the time -- FOR THEY GET RESULTS and provide clarity.
4.  Local government has the most direct impact on our day-to-day lives!  And responsive government, such as the one which blesses Pittsburg, is a "pearl beyond price."

Quick Update, 5/20/Sun:  
At Meeting #2, I understand that Staff outnumbered the attendees.  Fully intending to be there, myself, I well know how unexpected twists and turns can upset life's balancing act. I am absolutely certain that this is why a larger turnout didn't materialize -- for many others would have surely attended, too, had circumstances permitted (and probably tried).  Saturdays are like that..  
     Still, I heard that it was another case of "time well-spent."  And, I KNOW that the "mere" act of the Staff making these efforts has an extremely beneficial effect -- far beyond the evidence to the eyes. And, as no news is often good news -- we can safely (I think) infer that people are largely content with how things are going -- else the place would have been packed.  
     So, thanks to Staff, again, for making this effort -- and for creating conditions where there's little to complain about.  Their good acts contain messages that are heard, loud and clear, (and are much appreciated) by many -- for the human "grapevine" is an awesome thing to behold -- and getting better with the internet blessing.

Quick Update, 5/17/Thu:  
Meeting #1 had a fantastic turnout -- great discussion -- large Staff presence -- lots of new faces -- interesting info -- great participation -- beautiful school setting -- well done, as expected -- no surprise, that.  Thanks, Vice Mayor Parent, Schools Superintendent Rondeau, City Management Staff and Neighbors!  Great to see you, every single one!  It was a delight to meet our new Assistant City Manager -- Development Services, Garrett Evans, who did a great job facilitating a very productive meeting.

Last Fall, City staff conducted a series of eight neighborhood meetings.  Below are summaries of the issues and concerns from each meeting as well as an overall summary of what each department manages and a summary of the main issues and projects occuring in the City.

NEIGHBORHOOD IMPROVEMENT TEAM

A General Description


Overview:The Neighborhood Improvement Team is comprised of City staff representing various departments dedicated to improving neighborhoods.

Mission Statement: Create partnerships with resident to improve the quality of life in our community by identifying and applying resources in response to neighborhood concerns.

NEIGHBORHOOD IMPROVEMENT TEAM (NIT) OVERVIEW

In January 2004, the City started an aggressive campaign to improve the communities’ impression of the City and City government while at the same time improving the quality of life in targeted neighborhoods. The result was the creation of Pittsburg’s Neighborhood Improvement Team (NIT). The NIT holds neighborhood meetings throughout the City, listens and documents citizen’s issues/concerns.

Departments which once tried to individually respond to neighborhood issues, now work together, coordinating resources to solve these issues and concerns in a more effective manner to produce noticeable results. The coordination and dedication of all these resources, especially staff time, is used to effect permanent, positive change in the various neighborhoods around the City.

From neighborhood clean-ups to fencing and street tree programs, the NIT has delivered amazing results since its inception. The program has increased citizen responsibility, enhanced neighborhood pride and has improved community relations and involvement throughout the City. The NIT embarked on many successful projects/programs that were all established based on residents concerns and priorities.

The NIT concept is about partnership between the City and its citizen. It is based on the belief that we can do better job by engaging citizens in developing priorities and solutions.

Goals of the NIT: 
• To provide the neighborhoods with the tools and resources to address the neighborhoods’ concerns and issues.
• To focus responses by City departments’ to neighborhood problems and requests for assistance.
• To educate residents about the organizational structure of the City and its services, resources and procedures.
• To ensure that limited City resources are directed to the highest priorities of the neighborhoods.
• To empower residents to take responsibility for solving concerns in their neighborhoods.
• To encourage neighborhood pride.

  • And not to imply anything the Staff might be doing this time, but last time, they thoughtfully provided great snacks and very interesting hand-out publications and mementos.
  • And, it's inspiring to see our dedicated and brilliant City Officials and Staff investing their PERSONAL Saturdays to talk, comfortably, with us.  And, their behind-the-scenes sacrifices, on our behalf, astound me each time I detect them -- or hear about it from others -- which are both quite often!
  • Please take time to show them how much we appreciate them and listen to what they wish to tell us -- and tell them what they need to know. 
  • THIS IS ONE MORE REASON I APPRECIATE OUR CITY SO MUCH!!! And, I've seen a LOT of cities.

P.S.  It's also WONDERFUL to note that this is the SECOND round of meetings in SIX MONTHS.  And, last time, Staff gave up EIGHT SATURDAYS!!  I call that dedication, beyond the call of duty.  HAND SALUTE!
